A Rebuttal to False Online Posts Regarding Mekhti Bakhadurovich Mamedov
In today's world, we are witnessing a dangerous and growing trend of the spread of various forms of blatant slander and fake news on the Internet by individuals pursuing various malicious and criminal objectives.
Fake news (or “fake news”) refers to a hoax or the deliberate dissemination of misinformation on social media and in traditional media with the aim of misleading the public in order to gain financial or political advantage.
Anyone can face this—whether they are a head of state, a businessperson, or an ordinary citizen—as we see proven time and again every day. No one is immune to this kind of harassment.
Scammers and extortionists have set up criminal fraud operations and, by spreading fake news through hundreds of pirated online accounts they control (as tools of their crime), are currently scheming to profit from this through extortion and blackmail…

They call us directly, offering paid services supposedly to remove the fake posts they themselves created and spread, while offering fraudulent guarantees valid for only 6 months (presumably until the funds received for these pseudo-services run out), after which the cycle starts all over again—new fake posts and yet another round of extortion…

It’s also worth noting that, to create at least some semblance of legitimacy for these fake stories, they use—as always—criminal methods: they publish the full name and photo of the journalist who supposedly wrote the article. We declare with full responsibility that, as established by the investigation and the courts, all of these authors are fictional phantoms (such journalists do not exist) and not a single one of them appeared in court during the proceedings in the defamation case.

At the same time, the extortionists urge and coerce citizens to prove the defamatory nature of such fake stories not through the courts, but through their own fraudulent agencies, offering to remove the publications for a fee. If their services are refused (as in our case), the scammers set in motion a process of disseminating hundreds of negative posts on pirate websites they control. This is a vicious, never-ending cycle of fraud.

At the same time, the extortionists pressure and coerce citizens into proving the defamatory nature of such fake posts—not through the courts, but through their own fraudulent agencies—by offering to remove the posts for a fee. If their services are refused (as in our case), the scammers set in motion a process to replicate hundreds of negative posts on pirate websites they control. This is a vicious, never-ending cycle of fraud.

In fact, they themselves are the organizers of these criminal offenses—the creation and dissemination of fake news and defamatory content that tarnish the honor and dignity of citizens. Their sole purpose is to obtain criminal gain through blackmail; the entire so-called “business” of these pathetic scammers is built on this.

This is a criminal gang that will inevitably face the harshest legal punishment for its actions, following the example of dozens of individuals convicted in criminal extortion cases—cases based on their publication of false information about high-ranking officials and businesspeople on online platforms, followed by demands for money in exchange for its removal.

In a similar vein, various kinds of fake news continue to circulate on the internet — defamatory publications concerning the person of Mekhti Bakhadurovich Mamedov, which constitute outright slander and are untrue.

These publications/articles were found by the courts of both the Russian Federation (Moscow) and the Republic of Kazakhstan to constitute defamation and to contain information that is untrue and damaging to the honour, dignity and professional reputation of Mekhti Bakhadurovich Mamedov as far back as 2013. Copies of all the relevant materials are attached to this rebuttal.

All this cheap slander does not deserve the slightest attention from any sensible and right-thinking person, as it is a complete absurdity and fabrication, concocted for one purpose only — blackmail and extortion.

It has been established that, in terms of meaning and content, these articles are entirely identical (only the headings were changed and certain paragraphs were rewritten), as confirmed by the official Expert Opinion—No. 2002/587 dated 4 March 2020—by Tatyana Aleksandrovna Troitskaya, a private independent expert, , Moscow (a copy of the expert’s report No. 2002/587 is attached). Furthermore, as evidence of the above facts, we enclose the following court documents, which have been issued and have entered into legal force: the Judgment of the Golovinsky District Court of Moscow dated 3 April 2013, the Appeal Ruling of the Moscow City Court dated 30 September 2021, as well as the Judgment of the Talgar District Court of the Almaty Region of the Republic of Kazakhstan dated 29 June 2021 and the Judgment of the Talgar District Court dated 19 November 2021 recognising 192 fake accounts on various pirate websites as defamatory (copies of the aforementioned court decisions dated 3 April 2013, 29 June 2021, 30 September 2021 and 19 November 2021 are attached).

Please note that following the publication on the website of the expert opinion by T.A. Troitskaya, No. 2002/587, dated 4 March 2020, new defamatory articles about M.B. Mamedov and the expert T.A. Troitskaya appeared in the media on pirated, illegal ‘Wiki’ websites in 2022, entitled ‘Drug dealer Mekhti Bakhadurovich Mamedov and Tatyana Alexandrovna Troitskaya are cleaning up Google’.

In relation to this incident involving the dissemination in 2022 of knowingly false information concerning M.B. Mamedov in conjunction with T.A. Troitskaya, the Almaty City Department of Internal Affairs has opened a separate criminal case; investigative proceedings are underway and a search is being conducted for the anonymous authors; a copy of the investigator’s ruling dated 15 November 2022 is attached.
Those who commission defamatory articles about M.B. Mamedov read M.B. Mamedov’s rebuttals, read the law, and can see perfectly well that:

1. The convictions of those found guilty of particularly serious offences against M.B. Mamedov, including Amangalieva, who made a false accusation but repented and pleaded guilty, as well as 7 (seven) police officers who were not involved in any forensic investigations but committed particularly serious corruption offences and also pleaded guilty, as set out in the attached judgments below.

2. Multiple court rulings that have become final, in which the information they disseminated has been recognised as defamatory and untrue.

3. They are aware that the criminal cases brought against them have duly assessed their criminal actions, confirming that the information they disseminated is nothing more than knowingly false information and defamation; nevertheless, they continue to commit deliberate criminal offences, for which, in accordance with Article 274 of the Criminal Code of the Republic of Kazakhstan, ‘Dissemination of knowingly false information’ and Article 419 of the Criminal Code of the Republic of Kazakhstan, ‘Knowingly false denunciation’, carry criminal liability. How can this be described, if not as criminal offences?
In connection with the dissemination in 2022 of knowingly false information concerning M.B. Mamedov, in conjunction with T.A. Troitskaya, the Almaty City Department of Internal Affairs has initiated a separate criminal case; investigative proceedings are underway and a search is being conducted for the anonymous authors; a copy of the investigator’s ruling dated 15 November 2022 is attached.

As part of this criminal case, the expert, Candidate of Philological Sciences, Associate Professor of the Higher Attestation Commission (50 years’ professional experience in her specialism, 19 years’ experience as an expert), Specialist Rakhil Dauletbaevna Karymsakova, conducted a study of 308 fake news items about M.B. Mamedov circulating on the internet, (a copy of Report No. 1145 dated 26 November 2022 is attached) and provided an expert opinion on the defamatory nature of the published material concerning M.B. Mamedov, thereby fully confirming the conclusions of the previously received report from expert T.A. Troitskaya, No. 2002/587 dated 4 March 2020, Moscow, to the effect that the publications were defamatory in nature.

Thus, the expert R.D. Karymsakova has confirmed the conclusions of the expert T.A. Troitskaya regarding the defamatory nature of all publications concerning M.B. Mamedov, that is, the dissemination of defamatory statements and information that does not correspond to reality; that all the publications are identical in their defamatory meaning and content—a fact also confirmed by court rulings; and that the texts of the publications have simply been copied and repeated.

We would like to emphasise that, in accordance with procedural law, Part 2 of Article 76 of the Civil Procedure Code of the Republic of Kazakhstan states: ‘Circumstances established by a court judgement or ruling that has entered into legal force in a previously heard civil case are binding on the court. Such facts need not be proved anew in the proceedings of other civil cases involving the same parties’; thus, a court decision that has become final constitutes unconditional, written and reliable evidence of the facts established by the court in the judicial act, and these facts need not be proved anew by the parties. Furthermore, this judicial document is binding on all state and non-state bodies.

In relation to this matter—the dissemination of defamatory statements concerning Mekhti Bakhadurovich Mamedov—a criminal case was initiated by the law enforcement authorities in Moscow, Russian Federation, on 5 December 2019. A similar criminal case was also initiated in the Republic of Kazakhstan by the investigative authorities of the Department of Internal Affairs in Almaty.

On the basis of the facts set out above, we solemnly declare that all negative publications—which are nothing more than blatant fake news concerning the person of Mamedov Mekhti Bakhadurovich—are defamatory in nature, as confirmed by court rulings that have become final and binding. All these fake news items are identical in meaning and content and have been posted or disseminated on pirate websites that are not registered anywhere as official media outlets. The dissemination of defamatory material, blatant fake news and untrue information on the internet is carried out for the purposes of blackmail, extortion and other fraudulent activities; this is an established fact for which evidence exists. Investigations are currently underway into these facts to identify all those involved in these crimes. We would like to remind you that all such acts are subject to criminal liability and are prosecuted in accordance with the law.

M.B. Mamedov is a respected citizen of the Republic of Kazakhstan; he has never had and does not currently have a criminal record, as confirmed by an official certificate from an authorised state body of Kazakhstan, generated via an electronic portal (a copy of the certificate of no criminal record is attached); he has received state awards from the Republic of Kazakhstan and the Republic of Azerbaijan:

1. The Order of ‘Kurmet’ dated 5 December 2018 – the award was signed by the First President of the Republic of Kazakhstan, N.A. Nazarbayev.

2. The ‘25 Years of Independence of the Republic of Kazakhstan’ Medal, dated 29 November 2016 – the award was signed by the First President of the Republic of Kazakhstan, N.A. Nazarbayev.

3. The ‘Progress’ Medal, dated 1 June 2016 – the award was signed by the President of the Republic of Azerbaijan, Ilham Aliyev.
4. Medal commemorating the 30th anniversary of independence — signed by K.K. Tokayev, President of Kazakhstan  ▶
These defamatory online publications were allegedly orchestrated by individuals who had previously been implicated by M.B. Mamedov himself in a number of crimes and who, on behalf of the Republic of Kazakhstan, were found guilty by a court of committing crimes against M.B. Mamedov. The relevant sentences have become final, and a number of the guilty parties have been sentenced to long prison terms. However, some of those convicted are still at large and, in all likelihood, continue to disseminate defamatory online publications.

These defamatory publications/articles contain a number of absurd and false allegations against Mekhti Bakhadurovich Mamedov. For example, one of the incidents cited is the alleged abduction of a child belonging to a certain L. Amangalieva, which is blatant slander and part of her criminal scheme aimed at seizing the property of M.B. Mamedov (shares in two deposits in the Republic of Kazakhstan). Having forged notarised loan agreements purporting to show that Mekhti Bakhadurovich Mamedov had received funds from her, L. Amangalieva went to the police with a knowingly false accusation of child abduction and a demand that Mekhti Bakhadurovich Mamedov transfer the shares in his companies to her name. All these false allegations made by Amangalieva were refuted by the investigation, and counter-charges of false accusation and fraud were brought against Amangalieva herself. In the judgement of the Medeu District Court, all the forged notarial documents produced by Amangalieva for personal gain were recognised by the courts as forgeries, a fact confirmed by the notary (who appeared in person in court and stated that he had neither certified nor signed the documents in question). The court also established that no child had been abducted and that this false allegation had been made solely to further her criminal intentions. Consequently, by the court’s judgement, L. Amangalieva was convicted of fraud and making a false accusation.

Furthermore, an entire gang of ‘wolves in uniform’ was convicted of crimes against Mekhti Bakhadurovich Mamedov — a group of law enforcement officers who, by abusing their official positions and in return for illegal financial gain (receiving criminal proceeds), committed acts of corruption and criminal offences against Mekhti Bakhadurovich Mamedov. These facts have also been confirmed and established by court judgements (copies attached).

A striking example of the planned criminal acts of these fraudsters is the reference in their publications to certain mythical ‘operational and investigative’ documents, which are nothing more than cheap forgeries; there is irrefutable official documentary evidence to this effect.
As follows:

1. According to the information we have received—essentially in response to our enquiry—from the Committee on the Penal System of the Ministry of Internal Affairs of the Republic of Kazakhstan (Ref. No. 14/5-1-3/zh-m-3329 dated 13 October 2011), the state authority completely refutes the fact that M.B. Mamedov visited any correctional institutions.
Copy of the reply from the Criminal Investigation Department of the Ministry of the Interior of the Republic of Kazakhstan dated 13 October 2011  ▶
2. The fraudsters refer to fabricated material from the operational surveillance file of the National Security Committee’s Department for the Zhambyl Region, No. 5-116/07, dated 20 June 2007, , which allegedly reveals a fabricated link between M.B. Mamedov and certain criminal groups controlling drug trafficking.

This slander is completely refuted by the official response to our enquiry from the Department of the National Security Committee for the Zhambyl Region, which provided an unequivocal statement that they neither have nor have ever had case No. 5-116/07 or any other documentary records concerning M.B. Mamedov.
The response from the State Committee for National Security is attached  ▶
We believe that it is already clear to any reasonable person that all these fabricated allegations are blatantly criminal and false in nature and constitute a planned provocation, a fact repeatedly confirmed by official documents and court rulings.

According to a statement by M. B. Mamedov, within the framework of the criminal cases brought against him for libel and the dissemination of defamatory material, the facts relating to the forged documents described above are also the subject of a criminal investigation.

These are merely isolated instances of the multitude of fabricated and knowingly false accusations levelled against Mekhti Bakhadurovich Mamedov, which continue to be maliciously circulated on the internet to this day. All similar false claims concerning Mamedov Mekhti Bakhadurovich (obvious and blatant nonsense) are indisputably defamatory in nature, and official information (facts, verdicts, rulings, court rulings, etc.) refuting the false information posted in these cheap, pirated, unofficial sources.

Furthermore, the Moscow City Prosecutor’s Office of the Russian Federation has established, in the course of a further investigation, that the texts of the publications concerning M.B. Mamedov contain unsubstantiated information; that is to say, this information effectively constitutes commissioned smear campaigns and defamation under the laws and decrees of the Russian Federation, and as such is subject to removal. We quote verbatim from the response of the Moscow City Prosecutor’s Office dated 17 January 2023: ‘During a further investigation, it was established that the email addresses specified in the complaint contain information which, in its main body, consists of unsubstantiated claims alleging that M.B. Mamedov has committed unlawful acts, including criminal offences.’

Given that the information set out in these materials regarding the commission of criminal offences by M.B. Mamedov is not supported by any objective evidence, a report has been sent to the General Prosecutor’s Office of the Russian Federation stating that there are grounds for taking measures to remove the inaccurate information, which defames the applicant’s honour and dignity or undermines his reputation and relates to an allegation of a criminal offence.
Copy of the reply from the Moscow City Prosecutor’s Office dated 17 January 2023 ▶
Thus, very recently, the highest authority of the Russian Federation responsible for overseeing legality established during an investigation that, in addition to court rulings and sentences, defamatory information and material about M.B. Mamedov that is untrue is being circulated on the internet.

In light of the above, we declare with full responsibility that the authors and disseminators of all these defamatory hoaxes are pursuing their own criminal aims and ‘are looking for a black cat in a dark room, knowing full well that it is not there and never was’. All such publications constitute unlawful defamation, as has been established by the courts of two states and confirmed by the initiation of the relevant criminal proceedings; furthermore, this was established on 17 January 2023 by the Moscow City Prosecutor’s Office.

For several years now, anyone who can be bothered has been trying to make money from blackmail and extortion by spreading commissioned smear campaigns and slander; however, this blatant slander is now of absolutely no interest to anyone.

We emphasise once again that the dissemination of slander and false information concerning Mekhti Bakhadurovich Mamedov on the internet is carried out for the purposes of blackmail, extortion and other fraudulent activities. Based on these facts, investigations are currently underway to identify the full circle of individuals involved in these crimes. We would like to remind you that all these acts are subject to criminal liability and will be prosecuted in accordance with the law.

Attached to this Rebuttal are all official documents, court judgements (which confirm the multiple offences committed against M.B. Mamedov), as well as court rulings from two states confirming the defamatory nature of the negative publications concerning M.B. Mamedov circulated on the internet.
